Try a clean install with the drivers. (google for tuts)

Such behaviour from your dvd drive pretty much means your lens is busted. It might pull off reading a dvd once in a blue moon but that's where it ends.
You can't repair the lens either, so the easiest way is buying a new dvd drive.
If you could open your case I'd say to get an internal one as an external one costs more. (20eur internal, 50eur external to give you an idea)
