I think this was a leaked internal video from a Microsoft marketing event, I don't think this is what they have planned for the Windows platform.
They wanted to show off how their "amazing LIVE ecosystem" can make tonnes of cash.

This has been a trend for the last 5 years.Although i don't think it's terribly necessary it's hardly a bad thing,or even a big deal for that matter.

If there ever implement avatars into Windows you can rest assured that some one will find a way to rip them out and make the OS suck less.
Assume, of course, that people actually buy the OS in the first place.
