Do people ever try to ''stare you down''?

I hate it when this happens. I quickly glanced over at someone because I thought I knew him. Looked away, then turned back and the dude is still staring at me trying to intimidate me, trying to look all tough... Ofcourse it was one of those ghetto baggy pants wearing guys who has his hoody over his head even tho its not cold out.
