those laggers either use web proxy, vpn and hotspotshield which is why they lag others.. if they use one of these programs it shouldn't lag anyone else unless they use a bad isp >.>

These work people good, the only problem is, your data is usually going through their proxies, which is bad; its more of a guilty pleasure to say the least.
I used one exclusively for WoW, I believe it was like 2$ a month back then, It lowered my crappy wireless ping from 500 - 600, to 80 - 150. Huge increase, but it sucked *** during raids and stuff, but it was still great.
Its worth the money though, I might get one for when TERA Comes out.
My usual ping for games nowdays is always 60 - 150.
