The matte finish is from the type of cardstock it is printed on and they are mostly done on large sheets with an offset lithography press. Once the large sheets are printed they are then cut down to size with a guillotine cutter or sometimes more complicated cutters that can be quicker in the long run.
Use to be a printer myself until I was layed off from that job about 5 years ago.
