Cid Highwind from FF7.
Despite his attitude, Cid is not cruel and is actually rather kind-hearted. He is angry over losing out on his dream, but sacrificed it deliberately to save Shera's life. Although he verbally abuses her afterwards, once her concerns about a faulty oxygen tank prove founded, he apologizes. In fact, later on Cid names an airship after her. After finally going to space and returning, Cid gives a heartened speech to the party about how he saw the planet as "a sick little kid", and Sephiroth as a disease inside it, and it would be their job to protect it.

I would have to say kefka
Kefka first appears as a general under the game's primary antagonist Emperor Gestahl. Prior to the start of the game, he was the first human to be experimentally infused with the magic-like craft "Magitek," which granted him the ability to wield magic, although the imperfect process warped his mind and made him into the nihilistic psychopath he is during the course of the game.[4] Kefka mentally enslaves Terra and uses her to lead an attack on the town of Narshe to claim the frozen esper there. When she escapes Imperial control, he pursues Terra to the kingdom of Figaro, setting the castle ablaze as she, Locke and King Edgar flee.
He's a magic clown and a psychopath what more could you want in a character?
