Reputation: 677The law that was actually passed was shortened down from 7 pages to 3 and none of the spoken of parts made it.
Additionally the description of bullying is "includes but not limited to", which just hands the issue of to the judges to create relevant case law which means for costly lawsuits and yearlong troubles for all involved parties.
The idea behind outlining what bullying is isn't a bad one, imo.
However the execution was bad and it got canned. To jump on a train to say it is solely republican agenda is a little far, because I see a public interest in clear rules for this. Of course they paid for the text of the bill being developed, buthe intent behind it wasn't that bad as I see it.
What they came up with was BS though.

They passed substitute H-4.
Substitute comes from the latin substituo "I replace".
It's not as bad as the original. The original bill failed.
(Not trying to go smartass on everyone, only putting it in as a "just in case".)
