Additionally the description of bullying is "includes but not limited to", which just hands the issue of to the judges to create relevant case law which means for costly lawsuits and yearlong troubles for all involved parties.
The idea behind outlining what bullying is isn't a bad one, imo.
However the execution was bad and it got canned. To jump on a train to say it is solely republican agenda is a little far, because I see a public interest in clear rules for this. Of course they paid for the text of the bill being developed, buthe intent behind it wasn't that bad as I see it.
What they came up with was BS though.

They passed substitute H-4.
Substitute comes from the latin substituo "I replace".
It's not as bad as the original. The original bill failed.

You are allowed to make a statement concerning your views on sexuality, religion and general morals, such as it is stated in the first amendment.
Making a statement is a far way from bullying and harassing, which you are not allowed to do.
The law isn't ideal. In fact the reason why this pieces find their way in even if they are completely redundant, is to set clearer rules on what is ok and what isn't.
Without a way for a judge to discern between bullying and free expression in adhesive matter towards the law, he is on it's own and has to build a chain of reasoning from the constitution to the case at hand, in addition to the chain to the actual bullying laws.
He will improvise. No one can say who will take the first case to court, how it will look like and what sort of improvised case law will result, that might alter the way bullying is seen in court completely and might even make a new law necessary.
In the mean time, people will be legal trialed and sentenced according to a law that is not encompassing that aspect. If it comes into play, their justice will rely on a "made up as we go" solution.
That is simply not satisfactory.
That people find the topic offensive is just an indicator that the potential to abuse a too wide definition of bullying towards the worse of everyone, by making a trial happen that will only serve to mock the idea of protecting children.

Making a statement may not be bullying or harassing, but standing in front of someone you know is gay and making a repulsive statement IS. If they were doing this about anything else, there would be a big fuss.
If I were standing in front of someone of a different ethnicity than me and made a racist statement about what I morally saw as right, it would be racism, no matter how many times I tried to say I was just exercising free speech.
So it should not matter if you are just making a "statement" if that "statement" is meant to harm, then it is bullying or harassment no matter how you spin it.
Yes, the Bible says that homosexuality is wrong. No, it does not tell you to go bully and condemn homosexuals. It explicitly tells you not to judge others, and to love all people equally. Anyone who does condemn and judge others in the name of Christianity is not truly practicing Christianity.
Haven't watched the video myself yet.... a little too sleepy to actually pay attn to anything atm. You musn't judge all Christians by what these people are doing. I'm very sure that if you talked to any Christians at all, the majority would agree that any law of the type that allows you to bully is horrible.
I'm not sure why these politicians are doing this, as it is a very unjust rule... This is not love that Christians are taught to have for others.
I just feel that anyone who agrees with this law is too controlling and ignorant.
