The legendary Pokemon in any given Pokemon is generally only obtainable at the end of the story. You're going to have to work to get it.

I thought if you bought one version of the game, that pokemon is limited to that version. If you want the pokemon on the other cover of the game, you would need to buy that version too or trade for it. Wasn't that how it worked for Lugia and HouHou? Sorry if i spelled the names wrong, its been a long time since I played pokemon.
