Can't run the game. Launcher does not start. Only this error msg. And they don't have yet forum to post it..

lemme give you some possible solutions:

start it as admin

put it to antivirus exceptionslist

start it via applocale then select korean language

install korean language pack (probably not needed)

update drivers + install newest dxredist and netframework

None of ur succestions did not work. OS is Win7 64b.
