Runescape economy was always like that ... You could always sell stuff on one server for such an price and on another server for already different price ... But it was way back in the day before Auction houses were invented ...
Now its all more simple and yes it is normal in an mmorpg ... I have seen such things in many mmorpgs ... plus i have seen many times economy being ****ed up because of some dumb people ...
