Does he already have a screen and Operating System?
Everything you've listed should work out. The only thing that could be a problem is that I am not sure if a micro ATX MB will fit in an mid ATX case. I have no experience with micro ATX MB's, so I can't say anything, really.
You could probably go with a GPU that is $50 or so cheaper than the one you have on there at the moment.
Does he have an old computer that he could salvage the Hard Drive from? He'll probably need a disc drive, too.
If he has an old computer he wont need or want, he can probably wipe it clean and sell it for $100-200. Or just salvage the HDD and case.
