He doesn't lack in the ability to feel empathy or other related emotions, he just has a very hard time picking up on cues that tell him what other people are feeling. And when you straight up don't know what other people are feeling/you assume they're just in a neutral state, then it's hard to be empathetic.
So when someone is crying or depressed he would have a hard time figuring it out?

It is easy to tell when someone is depressed/worry. Their reaction time is slowed, their attention comes and goes quickly and their head always seems to be down.

Can he notice all that?
