I've seen this guy around a number of times at a number of events I've been to. I always just assumed he was some local eccentric, but it would seem he does this all the time and EVERYWHERE. I don't think I've seen him since '10 though. Maybe even before that. One summer, he was just at every concert/large party/etc I was at.

Some of the bigger music festivals I went to he was there, and he was at a few raves that allowed me in back then. I was pretty young so not many, I have to wonder how much he was really around.
I thought maybe one of you would be familiar with him. I know SOMEONE here always posts pics from festivals and stuff so I was hoping he'd chime in haha. I can't remember for the life of me who.
