I found it majorly hard to get away from any sword user, and they always managed to catch up. Even when I was using the Handgun.
It doesn't help that dashing isn't sensitive to me; I still stand by the game isn't fluent, there's a lot of delay and cooldowns for things, which I would assume is for game balance-- But when I fire a weapon, dash to the side and want to dash away when I turn around, I should be able to do that. Not have to wait a second for it to. I found it equally hard as well when I jumped off of walls.

I suppose this game isn't for me, and so I'll probably not touch it now that I've had a thorough play of it to make my own judgements of how I thought it was. It's a great game, but I find the Speed pace and high cooldown/delays to be very annoying. It could just be because I'm a Speed Junky and GunZ is more faster than S4 though.
In GunZ I found I can live up to a whopping 10 minutes against a team of 3 players; While in S4 League I couldn't take on 2 without dying under 30 seconds. Everyone runs too slow, so it's easy to hit people. Even when doing Fade Steps and such.
GunZ is faster and the battles last longer. If you could combine GunZ's speed/glitches/system with S4 League's Graphics, Skills, Weapons then it'd be a pretty sweet game *drool*

But unfortunately to that, Speed and Endurance over ride Style and Variety to me. GunZ is mai 3PS.
I have no problem with doing both turning while dashing and doing 1v2 or 1v3 even without fade-step or shield-cancel (though it depends on how skilled the others are, too; if all three are great players i'm obviously going to be creamed). I guess it just depends on how you press the keys. You can always cancel your dash half-way as well and dash away like that :P

Then it's most likely lag. When you have up to a certain amount of latency towards another player, the server automatically unregisters your hits towards that player. Happened to me a couple times when my internet disconnected for some reason.

Well P-Kay said he could hardly hit anyone, which means he's probably lagging bad (To acquire over 200 PING) or hackers.

I found there's two types of PING in the game, making three types of lag.
    1) Distance, the game runs fluidly but the delay between you two is extensive. I saw someone shooting at me, but they were shooting behind me, but the bullets still hit; This proves S4 League has an "Hit is a hit" type style. My PING is 200~300 average and I don't see people teleport (Though I often do notice others spiking)
    2) Teleporter; You see this person spiking back and forth, or just teleporting out of no where.
    3) The one PKay might have had-- The client stands still and you keep shooting them, but nothing happes. The person rarely moves too, but their PING is fine.

The third one I noticed is normally followed by a disconnection.

But if the person was #2, then you shouldn't bother with them.
If the person is #1, go for it.
#3, you're wasting bullets. The person will disconnect before they die.

The game has a bit of an intriguing lag system, really-- Being made up of those 3 types. I understand why the community wants an IP Ban, though-- Because some people really do spike badly (And this could be just because of their internet, not their distance; Evidence being myself.)
The thing with type #1 PING is a hit will be a hit, as stated. I've noticed people who occasionally run in the spot (Probably some packets being missed) and if I shoot that running-in-the-spot character, it still registers as a hit and the person dies.

Despite its lack of fluid controls and dodgy movements, I keep coming back to play a match or two a day.

I keep doing the same strategy of placing a Sentry in Negen 1's corner, then luring people in with a few shots then using Shield to cover my sentry and I, while I don't shoot (It wastes more SP if you shoot), to finish them off.

I did really well yesterday for some reason, acquiring an 43 / 4 in some High Way match. I couldn't place sentries down that often, but my shooting was superb.

The 3rd type of lag that you described only happens at 1000+, or at least that's what it shows me when I disconnected, while the 2nd type should happen at 500+... never really noticed many people spiking.
