NCSOFT allow private servers. Go www.lineage2.com and find that post of the admins.

Many of the popular private servers for
Lineage II operate and run in the US, a country where NCSoft could
probably quickly get these servers taken down if they want. It seems,
though, that NCSoft might just believe that these servers could just
generate even more interest game overall, and that there's a good
chance that many of these players have already bought the retail game.
While there's no guarantee in any of this (as one can usually download
an MMORPG client for free), so far the only publisher to go after the
creators of private servers is Blizzard for World of Warcraft.

Allowable in NCSoft but there's a rule here against it. No matter how legal L2 private servers are it is still not allowed here on the forums.

Besides, p servers cannot be easily traced they can hide their IP's. I do not think that NCsoft has the capability to do an extensive raid on the Private servers.
