You're IP blocked from Global Version because it shares with North-America's version. Europeans have their own server, which is why they're IP blocked from Global/NA.

They blocked you because you have your own server, the European one.
Every one else who has a version as well, is blocked from the Global version.
Those who don't have a version (Australia, New Zealand, Russia, whatever~) are allowed on Global.
