question about lagging

i am curious about lagging issue.
there are two different situations i heard about lagging.
1. someone with very low ping play in a server where there is someone with high ping. the high ping player pawns him a couple time. then he complains that the other guy was lagging,unhitable,and this situation is unfair to him.
2. someone who have to play high ping server because his favorite low ping server is unavailable for meantime. he got into the game with most of the people in that server has good ping, while he got high ping. he got pwned couple time by those people. in the end he complains that he got high ping and lagged. this situation is unfair to him.
so exactly will high ping put you in advantage or disadvantage?

Lag is putting you at a disadvantage (Depending on the game), if you have high ping, you will be teleporting all over the place and while that sounds like fun, it's not because when you're shooting someone and you just teleport to the other side of the map, this will make your day veeerrryyy bad.
