Well, Global Agenda is fun in it's own right. It's true free players don't get many gear options, and quests do stop at around 18-20, but that's when the game gets fun. You unlock The next set of PvE instances, a good amount of skill points that make a difference, and the chance to join Guild vs Guild PvP. By that time you should be looking for an agency [guild]. From what I've seen, the community on new players is excellent, if you don't look at City Chat. Levels don't matter as much and gear isn't as game breaking unless your going against a full team with their gear topped out. There's no need to buy it unless you want too, and even then some players can give you a half off coupon for the game, making it a 10 buck 1 time purchase.
Now LOCO... it's a bad game, hoenstly. You'd have a better time picking your nose and flicking it at the computer monitor. If you want a game like that, I reccomend League of Legends.
