Every game is grindable, but you don't need to grind in any game- it's a decision you make. You can exlore the world and enjoy your time there, or grind up to get 'the best'.

This game is fully about exploring and adventuring. It doesn't have many quests and it is basically grind-only to level but you never fight the same monster over and over, you just fight monsters while adventuring.
This is especially emphasized because it has random spawns, meaning that if you kill a monster it will not respawn where you killed it but somewhere completely else in the current region.
Also monsters will not mindless stand around and wait, they will walk around the world looking for adventurers to kill (unless they are passive, then they just walk around, or they are looters where they walk around and look for loot to steal).
