    Default Graphics Card Fan Speed

So I have this problem. My GPU fan runs at 100% speed for a few seconds every time I boot but then it goes down to 34% and stays there no matter how hot it gets.
How can I increase the fan speed?
I have tried adjusting the fan speed with EVGA Precision, SpeedFan, MSI Afterburn and RivaTuner but they don't change anything.

    Motherboard: FUJITSU D2950-A1
Graphics Card: Nvidia GeForce GT 220
    Processor: PentiumŪ Dual-Core CPU E5300 @ 2.60GHz (2 CPUs), ~2.6GHz
    Operating System: Windows 7 Home Premium 64-bit (6.1, Build 7600) (7600.win7_gdr.100618-1621)

    I use MSI Afterburner.
Since it is a 220, I don't think it get's too hot while gaming though.
Make sure you tick User Define, and Auto. You can fiddle with the fan speed settings @ msi afterburner too to make it how you want. I see no problem if your card isnt overheating.
