I believe they are some sort of numbers and not letters translated into Japanese. I recognize a few to be that.

Here ya go bro. It's all hiragana, katakana and kanji for numbers.

(Bonus JP lesson: it would usually be in Kanji/Romaji "九/9" but being a capcha its just trying to mess with you a bit so it throws in katakana and hiragana readings also)

PS:
