You need to be registered to a Korean phone contract to use this method.

You need to have registered for an online PIN number for your citizenship ID [Korean citizenship], or like me have an Alien ID number that you can register.

I can make an account because I live in Korea.

You need a Korean VISA number or citizenship number or cell phone number [which requires an ID number itself] to create an account.

Stealing peoples ID numbers is illegal. If you don't live there there's no lawful way of getting an account. Sorry.
