It's a proxy and it's safe. Good for anonymous internet browsing and all the exploits that come with anonymity. If you are botting in a game then you are better off renting a private proxy server with a specific IP. I haven't tried either but from what I've heard TOR is good for anonymity on the internet. You can still be wiretapped though.
