In order to create an MMO you have to develop enough content to keep players busy for several months, if not indefinitely, in order to pay to keep servers running. It's impossible both logistically and economically to have a team large enough and with enough time to develop quality content at that scale, so the only option is to make a large amount of lack-luster content without putting much time into any of it. Even if you have the most fantastic combat system ever developed by mankind, no one will enjoy going through the same fights they mastered 10 hours ago, much less enjoy doing them for 500 hours or more.
Game developers are perfectly capable of making exciting combat, but no one will ever be able to do it in an MMO.

There's also that it's mostly open-world.
I feel it's an important stepping stone towards better MMOs.

You aren't thinking outside the box.
Don't think about it as putting a spin on current/traditional MMOs.
That's what lots of games do(Tera, Guild Wars 2, Defiance, etc...) an end up stopping short of innovation.
Think about it as building something new.
For example.
Most MMO encounters are based on scripts that are pretty straight forward. Do A and B will happen.
Utilizing more advanced AI could make fights truly dynamic.
So it's not about mastering a fight by rehearsing it/watching it 700 times. It's about mastering your own character to deal with whatever is thrown at you.

There are games being released this year that are innovating and producing truly dynamic multiplayer content. It just hasn't transitioned yet because WoW is still the safe mold as far as MMOs are concerned.
It may take a couple of years and it may not be my exact vision but things are moving in that direction.
Where were you two years ago? Needed more people like you at launch. Had their subscription model garnered more early support, they might have no had to skimp on development of their end-game.
