I got an AMD FX-8350. It runs FFXIV very well (streaming AND gaming at the same time is no problem, so you should be good) and is within your budget. I'm no PC build expert or anything, but thought I'd share my thoughts.

Sapphire AMD Radeon R7 250 Boost 2GB = 75euro's
MSI RADEON R7 250X 1GD5 = 80euro's
MSI GeForce GT 740 2GB = 87euro's
Top card is slow compared to the the bottom two and the difference between the bottom two cards is like 5% performance with the third one being the fastest.

Higher mid-range card. Should be good enough to handle FFXIV.
130GBP, shipping shouldn't cost you 20GBP. It's also UK based so it'll be fast as well.
