One, the dev speciafically explained the distinction between downgrading and optimizing the game to be playable, he didn't just substitute downgrade with optimization like you claim.
Two, he also explained what a 'trailer' is. Paraphrasing him, it's engine (not gameplay) footage that is then further enhanced with various visual effects to make it look better for presentation purposes. He wasn't lying, hiding or evading it. He said it out right in the video that trailers are made to look better then the actual game. (which is pretty obvious to anyone who has played more than one game is his life)
Three, the game already requires an i7 and a GTX 980 to run Ultra settings fluently. How can it be a downgrade when the game still requires a hefty machine to get it to look as best as it can while still being playable? Of course you'll probably claim that the devs deliberately made it run worse on PCs to hide the fact the it was 'downgraded'. Honestly though, I'll take take CDPRs word, a company that have proven time and time over that they really care about their audience and want to provide them with the best experience possible over a nobody's childish and unprofessional OPINION any day of the week.
