Adults do celebrate, but not in any kind of official capacity most of the time.
Cannabis culture used to be (and still is) taboo in many places. It's not like people in illegal States can go to events, like say a beer or wine tasting. Many of us have to stay closeted and 420 is a little day to kick back and feel good about not being alone in your enjoyment.
It's not so much the day as it is something simple that can bring people together the world over.
