anyway off the top of my head I would make dolphins my spokespeople, attaching microphones to their heads, with loudspeakers set up on each corner so that every day you would hear every important squeak that they utter...
secondly with the all important dolphin news being spread appropriately I would then make sure to repaint the roads white, with blue stripes... that would be high priority...
thirdly I would equip each and every type of professional sport player with wiffle ball bats, most likely attached like a gun in a holster just for a taunt or extra move so to speak...
fourthly I would lower the taxes for owning pet turtles, and make it free for them to cross the border and achieve taco bell...
fifthly there would be no school past age 12 and you would just sit around until 19 or so til you get a job, lot of time to plan for one, you would learn everything you need to know in the 8 years or more before you hit that grade...
sixthly Christmas and Halloween would be twice a year...
seventhly the price of womens panties would go up staggeringly so as they would be less women wearing them..
8thly no one who is above 6 feet tall has to work
9thly food is free unless you are overweight
10thly all churches will be conformed into hospitals or fast food restaraunts

If I were a magical girl pres:
-Slaughtering animals and using animals cruelly would be illegal; forcing the country to be vegan. (Safety exceptions apply.)
-All other sentient non-human animals would have legal rights--just like cats and dogs do.
-Illegal to own wild animals unless undergone application process to own rescued wild animal, etc.
-Stricter gun laws--assault weapons prohibited.
-Free education.
-Free healthcare.
-Rich are actually taxed.
-Non-violent crimes aren't auto-punished with prison sentences, but other means of treatment.
-No death penalty in any state.
-Legal consenting age raised to 18 in every state.
