FOR TERRORIST ONLY and only if they know for sure that detainee has a connection with Al-Qaeda, not if they assume he has a connection, hell ya I think they should be able to torture. I dont think they should be all sick about it and like cut off limbs or something but, I'm sure they have some pretty good methods by now.
