My eyes are a lil messed up now, but from what I see, this is what I can say:
Title is 'Little Superstar'. Why?
Because the guy playing with the radio is this tamil actor person and people call him a superstar This little kid is dancing like a mini-him (Him=Guy with the radio)

At least I think... I recognized the guy with the radio from some Tamil channel on satellite xD
