Maybe you could tweak this rep system a little bit. For example, you could make it so that when a person reaches 1000 post count they gain repping power. But to assure that people don't spam, mods will, once that member has 1000 post count, see if they have done anything bad like spam etc, and if they haven't, they gain repping power.
So this allows those that are in sections where mods are not as active to be able to get repping power.
Of course the post count will no longer be shown when a person posts so that people won't judge by that anymore.
And if the post count part doesn't sound too good, you could check the join date. Instead of reaching 1000 post count, you could say that if someone was active, didn't spam, no warning etc, and stayed at onrpg for a certain amount of time can have repping power.
I've just came up with these ideas because someone on the pervious page or so said something about certain sections where mods do not see posters often and probably won't get repped as much.
