Well yeah, when you say 'I love you' for the first time to her, it may feel abit.. curious to know what she would reply and stuff, anyways, good luck with it.. For the best time, I would say anytime.. the random'er it is, the better.. =] Just don't keep saying it because you want to make a impact whenever you say 'I love you', If she gets bored of it than there won't be any impact, than your I love you means nothing.. so just..
