There is a person at my school. He is of Italian ethnicity, yet he mocks another person for being of Italian ethnicity also.

They're allowed to do that. My cousin, who is black, runs around yelling "white power!" and calls other black people the n-word (in a racist tone of voice) jokingly to everyone he knows. He's a part of the foot ball team and highly respected. I make fun of other asians.
