The size I think, its to large(35kbs).
If you're trying to get it off photobucket or another image host, I'm not sure on that one myself.

files size limit is 20kb due to the need to upload. we will eventually be allowing offsite avs

Yes and you can't do offsite avatars you have to upload them directly from your computer
