Is TaticalOps free?

Those are just patches and downloads in the download section, does anyone know where I can get the full version of "TaticalOps"?, Is there a version of TaticalOps that doesn't require Unreal Tournament 2004?

As far as I'm concerned there isn't.

The only free version is the mod for Unreal Tournament called "TO: Crossfire". You can find it on http://www.to-crossfire.net/ . You will need Unreal Tournament 2004 for this mod. It is continually developed/updated with more features, maps, and etc.

For standalone, as in don't require Unreal Tournament, you must buy. That would be "Tactical Ops: Assault on Terror". It's pretty old though and I don't think it is being developed/updated anymore.
