Default Weird CPU Usage problem 0_o

Recently I reformatted the computer since windows restarted every time it tried to boot, I managed to rescue my data (by creating another profile on boot.cfg and installing windows on the profile and then I logged into safe mode to transfer the files to another hard drive)...

    Anyway,
since the reformat my cpu has been acting up, when I open up the task manager and the Process tab, the cpu usage never goes above 20%,
BUT, when I click the performance tab the CPU is constantly moving from 50-90 percent (it reaches 100 only when a lot of programs are running).
This has never happened before, I never had that much CPU usage before.

    My system specs:
    Via P4M800 Motherboard
Intel Pentium 4 - 3.00GHZ (with Hyper Threading on)
    512MB of system ram
Radeon 9250 256mb (in a week, im getting the 9800 Pro for free.. a bit of an upgrade, from my uncle)

Any suggestions? How can I tell what is using my CPU when either nothing is really using it, or I can't see what is using it.

    Thanks in advance

You realise that SpyDoctor is on the list of "rogue" antispyware tools, right? I sincerely hope you didn't pay anything for that pile of false-positives.

You COULD be dealing with the same thing or something else but you can always try your antivirus, anti spyware/adware and defrag
