Developers can't use the HDD for the main game features, because not every 360 owner has one. It's the equivalent of not having an HDD.

The same will be said for the controller-- why invest time in developing for hardware that only a small portion of the 360 userbase has?
Not only that, but developers would be bothered to make their games tilt-functional. =/
