Not that I don't like Korean games, its just all MMORPGs I've played were Korean.

Even if its a subsidiary, GW is still owned by NCSoft. Not just published. Dungeons Runners is also developed by them. Only thing you were correct about was the CoH/V games. You can tell who the developers and publishers are by just looking at the bottom of any game's website. Its that simple.

Edit: For those of you who do not know. NCSoft was originated and main HQ is in S. Korea. They also have developing/publishing offices in Austin Texas. The name of the two offices is NC Austin and NC interactive. So techinically, anything developed by these 2 office branches would mean it is American made. They still have to answer or get the "green light" for any development from HQ.
That doesn't change the fact that the game was developed by ArenaNet, who are American (ex-Blizzard employees). NCSoft has an American branch, as I already said, and they did not develop or work in GW in anyway. GW was in production before ArenaNet was even bought by NCSoft. Just because a publisher owns a developer, does not mean the games they make are made by the publisher. Just look at Blizzard, they are owned by Vivendi, but nobody is going to say Vivendi made WoW.
