Personally, I think that Ramirez from Skies of Arcadia is pretty badass. Cool lookin blade and remorseless. That's what you call evil!

Well, OTHER than Sephiroth, i go with Liquid Snake from MGS. Didn't do much damage, but you gotta love his attitude. MGS might not be considered an RPG but who cares.
