Windows media player has something like that built in in enhancements. Also the best way to get bass is to get a good set of pc speakers, right now I got a kick ass altec lansing speaker set with a sub woofer and small sub woofers on the speakers hehe

No, as far as I know this is impossible unless there some conflict withing your computer/speakers(very rare, if possible these days). Get some new speakers.

If you're talking in a media player sense yes, open up the Semi parametric EQ and boost the lower range 50-200hz which is generally the first two bars going from left to right.

However there will be only so much bass you can pump in sound equipment before it'll get distorted.

Aside from that you may want to try look for a universal eq that affects all of your programs but I dont think that exists.

Find a music equalizer editor, and set the settings to 'Hip-Hop/Rap' or 'Bass Booster'.
