The point, I believe, is to allow our users to 'shameless promote' their projects, websites, clans, etc... The issue is that this has been abused by spam accounts who use bots to create accounts, spam messages, and will never participate in the community. So to combat this, certain places are restricted from thread (or even post) creation unless you've reached a certain post count.
