Freeware Photo Resizer (High quality)

I found some (download.com), but they are limited to something like, 80% of its original quality. Is there a good one where you can resize a 1093x1600 picture to something smaller, with the least quality being lost? And also able to handle large number of files at once and resize all together..? Possibly so I can put it in my phone and see at leisure =)

[Seemingly SE k750i doesn't let me zoom in to pictures with high res. Therefore have to resort to resizing. ]

If you have XP, check that out, scroll down to "Image resizer", its in the blue bar on the right.

Its a super tool...at least IMO. Upon install, it makes it so you can simply right click the picture and select "resize"...its awesome.
