Reputation: 372Wrong. Most anime is written and drawn from a japanese point of view.
This means that, 9 times out of ten, the location is in japan, or the cast is japanese, hence the japanese names.
This is not suprising since japan only has a 1% immigrant population, and very few of them ever travel out of japan. Their knowlegde about other nationalities are limited.
However, if you look at more adult themed animes like darker than black, there are black people in it.
Beck, also has a black guy in it.
Samurai champloo has a gay dutch guy in it.
Unless stated otherwise in the anime/manga, you can almost always naturally assume that the entire cast is meant to be japanese, regardless of eyecolour or haircolour.
Naruto, is a shounen manga revolving around ninjas, based of japanese folklore. That there are no(or few, if there are any) black guy in it, goes without saying.
If someone were ever to create an anime based on the zulu tribe from africa, there probably wouldn't be any japanese characters in it.

Reputation: 27Actually, many anime artists try to differentiate the eyes of characters that are ment to be of other nationalities.
They ussually portray Japanese eyes with a slight box-like approach while (for example) American (or caucasion in general) eyes would have a more round shape.

Side note: That picture posted from Black Lagoon, funnily enough, most of the characters in it are supposed to represent many nations other than Japan. Apparently, you figure out near the end of the second season that all of the characters involved with the Black Lagoon transport company are supposed to be speacking English. (This becomes obvious when suddenly the gy is translating from Japanese to .. Japanese? That and some of the characters start curseing in English (a very bad dialect))
