Best buffs I have ever run into are City of Heroes/Villains buffs.

And probably the best in that lot fall under Kinetics.

Siphon Power
Ranged, Foe -Damage, Team +Damage (basically, you hit a foe with this, their DMG drops, and all of your teamates around you get + DMG)

Siphon Speed
Ranged, Foe -Speed, Self +Speed, +Recharge
drop a Foe's speed dramatically to seriously up your own speed and recharge times

Speed Boost
Ranged, Ally +Speed, +Recharge, +Recovery, Resist Slow
CRACK!
This is what makes Kinetics Deffenders so damn popular. Massive boosts to spped, recharge time, and energy recharge!

Inertial Reduction
Point Blank Area of Effect, Allies +Jump
All any one near you gets a good boost to their jump height. Combine that with speed boost/siphon speed and you get Heroes on Crack!

Empathy also holds a very good buff:
Fortitude
Ally +Defense (All), +Damage, +Accuracy
basically make a single ally that much more badassed!

All your basic heal HP spells. Cause nobody would be standing alive after a boss without it.

Haste from MS. God knows the game would suck with out it.

Best buff?

Most of the buffs in CoH/V kicks ass in terms of what they do, especially from kinetics, radiation, empathy, and to some degree the cold and fire lines (on the Villain-side. Forge I hear lets a Brute on max fury basically be the finger of God.)

Anywho, just cause, the funniest rez I've ever seen is the Elixir of Life in the poison line for MMs (MasterMinds). Rezs the person with some damage and other buffs, but once it wears off the guy starts pukin his guts out. As for the best, it's the one in the Darkness line. Forgot what it was, (think it's Howling Twilight), but it basically rezs everyone around you and all you need is a target (who it and all it's buddies get hit with a massive accuracy debuff and are disoriented [stun] for a couple of seconds).

Ragnarok - Crusader - Reflect shield, reflect 30% of damage, it may not be the best buff ever but its my favourite ^^ .... its quite usefull ..... and even more if you are with a priest lol !
