The Japanese censorship age rateing rule is, "If there are no visible nipples or reproductive organs, than it is good for a teenage audience."

That's why you see alot of teenage anime from Japan that features whole body nude scens minus the nipples and vagina. It gets dubes and the FCC are all over it makeing sure it is censored.
