i found out how to fix it.

go to your pewrfect world folder wherever you instaled it

then go perfectworld/element/userdata/server

there sould be a server notepad doc open it up and replace whatever is in there with

ORACLE 29000:202.75.52.201 11

and this should fix the connection problems..
