No fallout 3!?!?!??! It basically is oblivion but in a different way...
I know what your saying, but I'm keeping this strictly fantasy RPG, otherwise the list could potentially be full of a load of open world sci-fi shooters like halo 3 etc. Please don't get me wrong, I acknowledge that there are a number of excellent free roaming games out or in dev like Stalker, Fall Out 2, Fall Out 3, but I'm keeping this strickly fantasy genre. Wow.... the Witcher looks AMAZING. And I'm not sure if Naruto : RotN is an oblivion-esque game, even though it DOES look awesome as well.

Trust me, these are some of the greatest RPGs ever. And yes, they are open-ended. They both have a world map though, so it may not exactly qualify I guess. They're rather old though, almost ten years for the first one now.
