Well since they blocked GMS fairly recently (at least, if you're going by the amount of time that GMS has been open), and since EMS opened around that same time, I wouldn't say the chances are too high.
Especially when you consider Nexon's love of money. o_o
Another warning: This game is very cash shop reliant, I hope they change that for the English release, although I doubt it. D:
