There is no Best. Best is simply a matter of experience and opinion.
But think about it; castle wars, duel arena, wilderness(bounty hunters) and even Clan Wars.
So many ways of pvping.

Although most people cry about it, I still find WoW's PVP very satisfying and worth-while. Most games are just point and click, whereas WoW offers strategy (if you take it seriously) and a great number of rewards. I have yet to find a F2P game that had good PVP.
Edit: Lineage 2 was decent PVP-wise.

Monster Farm Online for its Pet vs Pet combat (lol) and FFXI for its Non-PvP PvP.
(I hate PvP though, so that's why those two are my personal faves.)
And before someone even bothers to say Lineage 2, consider how unbalanced the classes are in PvP. :P

Name your reasons for why Runescape sucks? Wait, I will name it for you
1. Wilderness player-killing has been change to Bounty hunters, a outrageous large area that you will have to right click all the crowd to locate your bounty.
2. Bad 3d graphics; but hey its made using Java and can easily be play with any browser. Try to name a Java game with such a large community and a self-ruled player economic system.
3. Spammers and scammers are seen in most servers, but you can't blame the game for that since its the player's decision to carry out those actions.

2moons isnt really a fight its more of a spell first winna! match there over 2 fast
ragnarok i really enjoyed the warness of a free pvp arena
lineage2 with the castle seieges and colloseuim (great social place)
dungeon and fighter for its pure skill needed play

I think 10 but I don't think its base on any level. You can just go to a pking area and start killing noobs.
If you want to try it out I would suggest you start downloading and create your character.
They are having a 2x( Double rate experience) gain right now.
